France is following the San Francisco model of allowing the "rights" of the homeless, almost all of whom are drug or alcohol addicted, to trump the rights of other citizens to living and working in a pleasant environment. The derelicts pay no taxes, but they drain money from other medical and social programs, and drive businesses and tourists away. I have never yet met a tourist who told me they wanted to go to a city to see derelicts passed out, or to see them urinating and defecating in the streets. Maybe the ACLU could arrange such tours.
